Position Title:
Senior Project Manager, Money Market System Replacement Project

Reporting Level: Manager, Information Technology Solutions, Treasury (ITSTR)

Project Overview: Project management will focus primarily on the Money Market System (MMS) Replacement project. This project aims to migrate all money market trading to Bloomberg’s electronic trading system – Cash and Collateral Management System (CCMS), providing a consolidated fixed income trading platform for the Asset Management business line. Key activities in this project include:

Ø Migration of the Investment Management Department’s Money Market Instruments and Cash Position Keeper functions from MMS to the Bloomberg electronic trading system – CCMS.
Ø Integration between Bloomberg trading system and Treasury’s internal compliance, accounting and cash planning systems.
Ø Migration of all other functions required to decommission MMS.
Ø Implementation of compliance management in Bloomberg, to support pre-trade compliance that meets Treasury’s audit requirements.

General Description: The individual is responsible for the planning, development and implementation of one or more medium to large-sized complex strategic project efforts that utilize information technology solutions. He or she is responsible for developing the project scope, defining project guidelines, obtaining business and information technology sponsor approvals and coordinating the resources necessary to successfully complete the project. Other responsibilities include the refinement of project requirements/scope, project coordination, development of plans and schedules, resource management and estimation, project maintenance and reporting. Projects may address an enterprise need or may be specific to the needs of a single line of business (LOB). He or she is also responsible for facilitating and assisting in the gathering and documenting of business requirements.

Once a project is set in motion, the individual is expected to communicate major milestones, identify potential project risks, provide continuing direction to the project team and conduct regular status meetings to review project activities. Furthermore, they are responsible for managing the prioritization procedures for changing requirements/scope (i.e., change management) and project quality assurance and acceptance procedures. Near the end of the project, they obtain feedback to ensure that project efforts meet customer expectations for contracted time, cost and performance.

The individual serving in this role require proven skills in managing within a matrix organization. They also provide constructive feedback to teams as it pertains to project performance. Lastly, they are expected to provide the highest level of expertise in the application of the tools and techniques of the project management discipline, and of the software development life cycle (SDLC).


Practical Experience
& Education:

Required

· 10+ years of IT project management experience.
· 10+ years’ experience managing complex projects requiring coordination across multiple business lines/organizations.
· PMP Certified
· Experience leading IT projects in the Financial Industry, specifically Asset and Investment Management
· Experience with IT projects utilizing multiple technologies and frameworks
· Bachelors’ degree in related field or equivalent work experience
· Practical exposure to projects involving Bloomberg Asset and Investment Manager (AIM)

Additional Consideration
Additional consideration will be given for candidates who possess the following specialized skills:

· Project experience with the following applications:
o CA Clarity PPM Software
o Microsoft Project
o Misys SUMMIT FT
o Bloomberg Asset and Investment Manager (AIM)

· Project experience in the following domains and processes:
o Capital Markets
o Treasury Operations
o Liquidity Management
o Procurement processes, specifically activities required in managing a request for proposal (RFP) or RFI process.

Roles
& Responsibilities:

Project/Program Planning,
Monitoring and Management

· Assists in the development, maintenance, and improvement of a standard project management process utilizing market practices and supported by Portfolio Project Management (PPM) tools and measures

· Develops detailed project plans and schedules

· Provides work direction and leadership to assigned projects, including scheduling, assignment of work and review of project efforts

· Monitors project milestones and critical dates to identify potential issues with project schedule. Identifies ways to resolve schedule issues. Keeps management aware of the situation

· Assesses variances from the project plan, gathers metrics and develops and implements changes as necessary to ensure that the project remains within specified scope and is within time, cost and quality objectives

· Gathers and further defines project requirements/scope

· Determines staffing requirements and forms project teams.

· Develops estimates for other resource (i.e., business, technical, and financial) and schedule requirements

· Conducts project meetings, communicating individual roles and project expectations. Ensures that all project team members have the tools and training required to perform effectively

· Conducts project status meetings and presentations to the Steering Committee

· Preparation, distribution and archival of meeting minutes and status reports

Coaching & Mentoring

· Provides the team with constructive feedback as it pertains to project performance. Uses past experiences to identify potential areas of improvement

· Coaches or mentors-less experienced personnel

· Utilizes established project standards, procedures and quality objectives

· Acts as primary point of contact for one or more vendor staff and teams on one or more large-sized, moderate to highly complex projects. Provides direction, prioritization, and guidance on project activities to meet project targets. Ensures vendor staff responsibilities are clear.

· Monitors and reports on one or more vendor’s progress against budget and other targets for one or more large-sized, moderate to highly complex projects

· Identifies risks and issues; establishes mitigation plan to facilitate issue resolution
